There is but one measure of Twitter success:

He spends an insane amount of time and effort to do this.
His ~3.5K follower base is unjustified. He needs to have atleast 10X the follower base.

You mention working hours for the manual tasks, but it seems internal time is also needed. Total time would depend on volume and nuance of work.
